President Rodrigo Duterte said he will not allow students to go back to school until a COVID-19 vaccine is available. But his Health Secretary, Francisco Duque, said it is safe to reopen schools in August. “Unless I am sure that they are really safe it’s useless to be talking about opening of classes. If no one graduates, then so be it,” Duterte said. Duque, on the other hand, said, “For now, we think, it’s safe if we open classes by August 24. What we need to do is to make sure that all of our minimum standards for health are being followed.”
